Brief Description: Communications Unit Leader (COML) Training Course

Full Description: In 2023 FEMA introduced NIMS Functional Guidance establishing the ICT Branch within the Logistics Section. Within the ICT Branch are the existing Communications Unit and the newly created Information Technology Services Unit and the Cybersecurity Unit. The Communications Unit Leader (COML) leads the Communications Unit and plans and manages the technical and operational aspects of meeting the communications needs of an incident or event.

This service offering is designed for all state/territory, tribal, regional, and local emergency response professionals and for support personnel with a communications background. CISA and FEMA Emergency Management Institute (EMI) offer this course jointly as “L0969, NIMS ICS All-Hazards Communications Unit Leader Course”.

The course is presented with facilitated lectures, hands-on activities, and extensive interactive discussions. Instructors work through the discussions and activities to explain in detail the processes used to achieve communication operability, interoperability, and how to incorporate additional communications solutions. Course materials and the COML Position Task Book will be provided to enrolled students via download from the DHSES LMS student portal prior to the course start date.

This course is a Regional State Sponsored course and will be instructed by a team of New York State COMU Program Instructors who have both practitioner and COMU experience.

ICS-400: Advanced Incident Command System for Complex Incidents

Students that are vetted and approved by OIEC to complete the course will be provided with a Coupon Code and a Online Application Process Job Aid that will be used to complete an on-line application for FEMA to attend the Communications Unit Leader course.

This course offering is open to in-state and out-of-state participants (no lodging will be provided for).

No food or lodging will be provided for this course.  Please prepare a bagged lunch or familiarize yourself with the area vendors/shops.

This course offering is designated as regional. The hosting agency/stakeholder will receive priority for all available seats. Any remaining seats will be opened to participants within the designated region and its expanding territories.
