The Staging Area Manager (STAM) is responsible for managing all activities within the staging area. Staging areas are locations set up at an incident where resources can be placed while awaiting a tactical assignment. Staging areas are managed by the Operations Section under ICS. The STAM has been identified as a key position within the Incident Command System (ICS) and on Incident Management Teams (IMTs). This course uses the J-236 job aid to support this course and is part of the National Wildfire Coordinating Group's (NWCG) curriculum. This course is intended for personnel that may be charged with managing a Staging Area.

Information Gathering; Leadership
Staging Area Management and Staging Area Operations
Maintaining an Efficient Staging Area; and Demobilization and Rehabilitation of the Staging Area

Audience
This course is intended for personnel that may be tasked with managing a Staging Area. The recommended pre-requisite for this course is ICS 300: Intermediate ICS for Expanding Incidents. The New York State Division of Homeland Security and Emergency Services (DHSES) reserves the right to determine eligibility for this course.

Lodging will be provided on the night of  February 24th and 25th 2026 for public sector personnel. You are eligible for lodging if your residence and official work station are more than 50 miles from the SPTC and your are public sector personnel. Lodging is not available for federal employees or private industry participants. You must be enrolled in the course and have received lodging confirmation from the SPTC before arriving at the Center, or your lodging will not be covered and you will not be allowed in the class.

Cost
There is NO FEE for this course. Lunch will be provided on February 25th and 26th 2026. Travel and all other meals are the responsibility of the course participant.
