Description:
The goal is to provide an overview of the requirements for local hazard
mitigation plans that are found in the Local Mitigation Planning Policy
Guide (2022). The Local Mitigation Planning Policy Guide is FEMA’s
official policy on, and interpretation of, local hazard mitigation planning
requirements set in 44 Code of Federal Regulations (CFR) Part 201.
The learner must achieve a minimum passing score of 75% on final
knowledge assessments or demonstrate mastery on performance
assessments or research assignments to earn the IACET CEU.
Selection Criteria: Local government officials, state officials, and others
who are involved in the development of a local Mitigation Plan.

Course Objectives:
• Know the difference between mitigation and preparedness.
• Describe the roles and responsibilities of the entities involved in
hazard mitigation planning.
• Describe the process of gathering information and documentation
essential for a successful mitigation plan.
• Differentiate between risk assessment terms.
• List steps involved in identifying and profiling hazards.
• Recall the steps and various ways to assess risk, vulnerability and
impacts.
• Describe tools and resources to help with the risk assessment
process.
• Know how to identify and prioritize mitigation actions.
• Identify the three components of plan maintenance.
• Identify essential steps and items to consider when updating the
hazard mitigation plan.
• Identify some common challenges and solutions to the
implementation process.
• Discuss best practices that will help move mitigation actions forward.
• Identify FEMA and other mitigation funding sources and assistance.
• List the steps in the Hazard Mitigation Assistance (HMA) application
process.

Prerequisites:
You must be a US Citizen to take this course. If you are not please let us know
by email for further instruction at OEM.TRAINING@DHSES.NY.GOV
All participants must have a FEMA Student Identification (FEMA SID) number.
Students can search for their existing/create a new FEMA SID at: https://
cdp.dhs.gov/femasid/.

Cost:
There is no fee for the course. Food, lodging & transportation costs
are the responsibility of the participant.

Completion:
Participants who actively participate, attend all course
contact hours and pass a written test will receive a certificate of
completion for the course.
