Course Description
This course will prepare participants to conduct a jurisdictional Threat and Hazard Identification
and Risk Assessment (THIRA). Participants will identify threats and hazards of jurisdictional
concern, give those threats and hazards context, establish capability targets, and determine how to apply the THIRA results. By using the THIRA process, stakeholders will develop a strategy to
allocate resources and establish mitigation and preparedness activities. THIRA-informed planning is consistent with and expands on nationally-accepted emergency management standards as the basis for planning across all mission areas. Individuals completing this course in combination with MGT-315, MGT-414, MGT-452, and AWR-213 will be awarded an Infrastructure Protection Certificate through TEEX.

Course Topics
This course includes a THIRA overview, threat and hazard identification, contextualization of
threats and hazards, the establishment of capability targets, the application of THIRA results, an
overview of the THIRA toolkit, and a primer on the use of the THIRA in national preparedness
efforts.

Audience
This course is open to a broad array of public safety stakeholders, including law enforcement, the fire service, emergency management, public health, and emergency medical services (EMS). The New York State Division of Homeland Security and Emergency Services (DHSES) reserves the right to determine eligibility for this course.

Lodging will be provided for eligible public sector personnel.  
You are eligible for lodging if your residence and official workstation are more than 50 miles from the SPTC and you are public sector personnel.  Lodging is not available for federal employees or private industry participants.  If you are eligible, you will be sent an email with lodging instructions prior to the start of the course. You must be enrolled in the course and have received lodging approval from the SPTC before arriving at the Center, or your lodging will not be covered, and you will not be allowed in the class.
