Brief Description: Teaches leaders and emergency managers in rural communities to plan for disaster recovery efforts.

Full Description: Description:
This 8-hour course teaches community leaders and emergency managers in rural communities how to plan for and execute disaster recovery efforts. Upon implementation, this course will assist rural communities with expediting disaster recovery efforts and facilitating the long-term economic success of their communities. Examples from Hurricane Katrina and towns devastated by tornadoes will be used as case studies to examine why communities were successful or unsuccessful in their recovery efforts.

Course Objectives:
• Identify the phases of response, short-term, and long-term recovery and the important concepts of the National Disaster Recovery Framework, the National Response Framework, the Whole Community Approach to Disaster Recovery, and Recovery Support Functions, in relation to rural recovery.
• Understand and apply the principles and strategies for pre-disaster recovery planning and disaster mitigation.
• Apply critical thinking skills to a post-disaster scenario; differentiate between response and recovery tasks; and implement and manage short-term and intermediate disaster recovery.
• Implement a 7-step process for initiating long-term community recovery
• Evaluate LCTR projects, prioritize them, and articulate recovery visions to the community.
• Select LTCR leaders, identify and procure project/recovery funding, implement a LTCR plan, and maintain community investment in recovery goals.

Prerequisites:

All participants must have a FEMA Student Identification (FEMA SID) number. Students can search for their existing/create a new FEMA SID at: https://cdp.dhs.gov/femasid/

Any and all other prerequisite requirements will be managed by the consortium provider. If any additional prerequisites are required as part of the enrollment process the consortium partner will contact you directly prior to the course.

Cost:
There is no fee for the course. Food, lodging & transportation costs are the responsibility of the participant.

Completion:
Participants who actively participate and attend all course contact hours will receive a Certificate of Attendance for the course.
