Full Description
This course in the National Emergency Management Basic Academy is designed to give basic concepts and planning steps to those new to the field of emergency management so that they may apply planning discipline and skills to challenges in their jobs. The course content includes emergency management planning doctrine and steps to take to accomplish writing plans and using them to deal with special events, which are common challenges for all jurisdictions.
The content also derives from Comprehensive Preparedness Guide 101, Developing and Maintaining State, Territorial, Tribal and Local Government Emergency Plans and its six-step planning process and inclusive Whole Community philosophy. Likewise, doctrine from Comprehensive Preparedness Guide 201, Threat and Hazard Identification and Risk Analysis, is included in the course. Special event planning is then explained in the course and table group activities to analyze plans for special events are conducted.

Course Objective:
-The goals of this course are to promote effective emergency management planning practices and enhance planning skills through application exercises.

Target Audience: Newly appointed emergency managers from State, local, tribal, territorial, and Federal emergency management agencies, and prospective professionals transferring from another discipline to emergency management.

Prerequisites: If a participant is taking this course as a part of the Academy, then they should take L0101: Foundations of Emergency Management first, but this is not required. If a participant is taking this course on its own for its science information and not in the fulfillment of the Academy requirements, there are no prerequisites.

Cost: There is no fee for the course. Food, lodging, & transportation costs are responsibilities of the participant.

Course Completion Requirements: It is mandatory that the participant complete all 16 hours of this course to receive full credit. Anything less will result in the participant’s need to re-register for another course and start from the beginning."

To submit a prerequisite, under the “registrant prerequisites” section of the registration students should click on “update fulfillment” to the right of the requirement. This will bring students to their training history. FEMA independent study courses in DHSES LMS all have a course date of 01/01/2000 and will be listed under the “other periods” drop down. Select the course that fills the prerequisite requirement and then select the second option “the requirement has been met or exceeded” under fulfillment at the bottom of the page and click save. If there are multiple prerequisites students will need to repeat these steps for each one.

If the prerequisite does not appear in your training history then select “request waiver” under fulfillment and provide clarifying comments when prompted that states you will email the prerequisite to OEM directly and click save. Email all course prerequisites to oem.training@dhses.ny.gov, please include what course you are registering for in the body of the email.
