Brief Description: This course is designed to aid participants with response to a small vessel security incident

Full Description: Description:
This course is designed to aid participants in developing critical thinking skills at the time of a small vessel security incident, develop community partnerships with other government and     non-governmental agencies that will be necessary to respond to a small vessel incident, and promote regional intelligence-gathering to keep abreast of current threats in this area, particularly through area maritime security committees (AMSC). The comprehensive
cross-discipline collaboration and the scenario-based training    environment make this mobile course a unique opportunity for   rural communities across the country.

Course Objectives
-Describe the characteristics of the U.S. MTS including the economic impact of the system.
-Describe the characteristics of the waterways near the host community.
-Describe the concept of maritime domain awareness.
-Describe the characteristics of the small vessel threat, including the four threat scenarios -detailed in the Small Vessel Security Strategy.
-Describe past incidents in which terrorists have used small vessels for attacks, including the USS COLE, MV LIMBURG, USS FIREBOLT, and MAERSK ALABAMA.
-Explain national initiatives undertaken to mitigate the small vessel threat, including the national and regional summits and the resulting findings.
-Discuss the Small Vessel Security Strategy and the Strategy Implementation Plan.
-Discuss coordination programs such as Citizen's Action Network and America's Waterway Watch.
-Describe technology used to detect and interdict hostile small vessels.
-List the ways that application of Focused Lens strengthens maritime domain awareness.
-Describe notification procedures at the beginning of a small vessel incident.
-Describe initial steps for implementation of the Incident Command System (ICS).
-Discuss protocols for mitigation of fire, hazardous materials, or other safety concerns.
Identify means of communications with the public, waterway users, commercial vessels, and facilities.
-Identify gaps in planning and resources.
-Demonstrate a foundation of knowledge regarding skills and resources necessary to safely and efficiently detect and interdict hostile small vessels and plan and prepare for, respond to, and recover from a small-vessel incident

There is no fee for the course. Food, lodging & transportation costs are the responsibility of the participant.

Completion:
Participants who actively participate and attend all course contact hours will receive a Certificate  of Attendance for the course.
