The Active Threat Integrated Response Course (ATIRC) is a 24-hour performance level direct delivery course designed to improve integration between law enforcement, fire, and emergency medical services (EMS) in active shooter events.

The Active Threat Integrated Response Course Train-the-Trainer (TtT) is level, direct delivery course designed to prepare trainer participants to effectively conduct an indirect delivery of the Active Threat Integrated Response Course. It contains a review of module content, practical exercises, guidance on becoming a trainer, and administrative information and tasks The course provides law enforcement officers with key medical skills based on tactical emergency casualty care (TECC) guidelines which can be used at the point of injury (POI) to increase survivability of victims. The course also provides a model framework for law enforcement, fire, and EMS to integrate responses during an active shooter event through the rescue task force concept using the Active Shooter Incident Management Checklist. Participants should be state-certified law enforcement, fire, EMS, or first medical response providers. EMS providers should be EMT-B certified (preferably EMT-I or EMT-P).

Course Objectives
By the end of PER-340, participants will be able to:
-Use the Active Shooter Incident Management Checklist in managing an integrated response to active shooter events.
-Be familiar with staging and how to function as a Staging Area Manager in an active threat integrated response.
-Identify appropriate life saving techniques that can be used in a direct threat environment.
-Identify appropriate life-saving techniques that can be used in an indirect threat environment.
-Discuss the initial response priorities to an active shooter event and tactical considerations for a swift response by law enforcement, fire and emergency medical services (EMS).
-Discuss and demonstrate advanced medical skills based on tactical emergency casualty care (TECC) and National Incident Management System (NIMS) guidelines.
-Respond to a simulated active shooter incident and successfully integrate the response between law enforcement, fire, and emergency medical services (EMS) to quickly mitigate the threat while increasing the survivability of injured persons.

By the end of PER-340-1, participants will be able to:
-Provide an overview of the module content in the Active Threat Integrated Response Course.
-Successfully teach the practical exercises in the Active Threat Integrated Response Course.
-Describe steps to become an NCBRT trainer and teach an indirect delivery

-The target audience for the Train-the-Trainer version of this course is established trainers/instructors in academies, agencies or departments who are seeking to train participants by teaching the Indirect version of this course using course materials provided by LSU CBRT/ACE.

Prerequisites
You must be a US Citizen to take this course. If you are not please let us know by email for further instruction at OEM.TRAINING@DHSES.NY.GOV
To enroll in this course, participants must be US citizens and must possess or obtain a FEMA student identification (SID) number.

Recommended Prerequisite
Law enforcement participants are recommended to have completed PER-340 active threat response training course.

Any and all other prerequisite requirements will be managed by the consortium provider. If any additional prerequisites are required as part of the enrollment process the consortium partner will contact you directly prior to the course.

Cost: There is no fee for the course. Food, lodging & transportation costs are the responsibility of the participant.

Completion: Participants, who actively participate, attend all course contact hours and pass a written test will receive a Certificate of Completion for the course.
