Full Description: Program Description:
The National Emergency Management Basic Academy is a gateway for individuals pursuing a career in emergency management. Similar to basic academies operated by the fire service and law enforcement communities, the National Emergency Management Basic Academy will provide a foundational education in emergency management.
The goal of the Basic Academy is to support the early careers of emergency managers through a training experience combining knowledge of all fundamental systems, concepts, and practices of cutting-edge emergency management. The Academy provides shared classrooms of adult learners and skillful instructors resulting in a solid foundation upon which to build further studies and sound decisions.

Course Description:
FEMA recognizes the need to tie training programs to an established set of emergency management competencies and to a Career Development Program. This is done through a progressive training and education system that includes the entry-level National Emergency Management Basic Academy.

The Emergency Management Institute, in conjunction with the National Emergency Management Association; the International Association of Emergency Managers; and state, local, territorial, and tribal emergency management professionals have established training objectives to meet the professional development needs of emergency managers.

The following topics in emergency management are covered in this course:
-legal issues
-intergovernmental and interagency context
-influencing and organizing
-social vulnerability issues
-collaboration, preparedness, and team-building
-mitigation, response, recover, prevention, and protection
-ethical decision making
-technology
-administration
-the future of emergency management

It is mandatory that participants complete the 45 hours of IS prerequisite courses, as well as, the 40 hours classroom instruction in order to receive full credit for the course. Not meeting these requirements will result in participants needing to re-take the entire classroom portion of the course.

Course Objective:
At completion of this course, students will have a basic knowledge of the history of doctrine and authorities of emergency management, the role of the emergency manager, and an overview of all hazards.

Target Audience:
The National Emergency Management Basic Academy is designed for newly appointed emergency managers with less than three years of experience, including members of State, local, tribal, and territorial homeland security or emergency services programs; Nongovernmental organizations, voluntary agencies, or professional organizations; Private sector emergency management offices; College or university emergency management staff; and FEMA, federal partners, military and emergency managers at other departments or agencies

Prerequisites:
Eleven online independent study courses are required as prerequisites to the classroom course. All eleven must be completed before attending the classroom portion of the course. Proof of completion of these online courses is required.
