Full Description
FEMA developed the community lifelines construct after 2017 Hurricane Season to increase effectiveness in disaster operations and better position the Agency to respond to catastrophic incidents. The construct allows emergency managers to:

o Characterize the incident and identify the root causes of priority issue areas
o Distinguish the highest priorities and most complex issues from other incident information

The community lifelines construct is used to identify and measure impacts that an incident has had on critical infrastructure within an affected community.
